The Northern Territory Commissioner for Public Employment has today published the redacted version of the Confidential Investigation Report into allegations about the conduct of former Independent Commissioner Against Corruption, Michael Riches.
Mr Riches resigned from his position a fortnight ago following an 11-month investigation into ‘workplace allegations’ at his office.
Following his resignation, the Inspector of the ICAC independently terminated the investigation, citing public interest grounds, and Chief Minister, Lia Finocchiaro requested the Commissioner of Public Employment publish the report on the agency’s website.
“We acted immediately to release the redacted report once the oversight process concluded,” Minister for Public Service, Jo Hersey said in a statement following the publication of the report.
In summary, the Report documented eight allegations, five of which were found to be factually substantiated and in four of these Mr Riches was found to have breached his obligations as a CEO under the Public Sector Employment and Management (PSEM) Act.
An acting ICAC Commissioner remains in place.
“Governance and leadership training is being strengthened across the NT Public Sector,” Minister Hersey said.
“Our Budget confirms $6.6 million for the ICAC in 2025-26 showing a clear commitment to an effective, properly resourced integrity agency.”
The report is available on the OCPE website here.
