Contractor named for $70m Perth homelessness housing project

The East Perth Common Ground project has reached a major milestone with ADCO Constructions Pty Ltd (ADCO) confirmed as the building contractor to deliver the estimated $70 million project, the WA Department of Communities announced today.

The East Perth Common Ground forms part of the Homelessness Housing Projects commitment jointly funded between the Australian and State Governments.

“We’re focused on delivering a Housing First approach that is evidence-based and provides tangible long-term outcomes for our most vulnerable rough sleepers,” said WA Housing and Homelessness Minister, John Carey.

“We have a clear focus to assist people sleeping rough and give them access to appropriate accommodation and intensive wrap-around supports to enable them to transition into long-term housing options.”

He said the East Perth Common Ground project would deliver accommodation and support for some of the area’s most vulnerable community members.

“ADCO has a proven track record of delivering high-quality public infrastructure projects and they will now work hard to deliver the East Perth Common Ground project,” the Minister said.

The Common Ground model provides a mix of permanent housing options for people experiencing homelessness, rough sleeping or on low incomes, together with wraparound supports.

The 112 self-contained apartments will be delivered on the corner of Hill and Wellington Streets with construction set to commence in coming months.

“Today marks a significant milestone for the East Perth Common Ground project, to which the Albanese Labor Government is contributing $8 million,” said Federal Minister for Infrastructure, Transport, Regional Development and Local Government, Catherine King.

“This is a fantastic example of all levels of government working together to deliver strategic, place-based urban development to the benefit of all Western Australians.”

ADCO is an Australian owned company formed in 1972, with over 50 years of industry experience. Their Western Australian portfolio includes major CBD projects such as the Art Gallery of Western Australia, the Parmelia Hilton, and the Public Transport Operations Control Centre project currently underway in East Perth.

A tender process to identify service providers to provide tenancy and additional supports for East Perth Common Ground is expected to commence in late 2023. 

Common Ground is a key priority of the State Government’s All Paths Lead to a Home: Western Australia’s 10 Year Strategy on Homelessness 2020–2030, which aims to improve outcomes for Western Australians experiencing, or at risk of homelessness.
