Builder appointed to major WA homelessness project

The Western Australian Government’s Mandurah Common Ground project has reached an important milestone today, with Atlas Building (WA) Pty Ltd appointed as the builder to deliver the 50-unit, five-storey complex. 

The Common Ground model provides a mix of permanent housing options for people who are experiencing homelessness, rough sleeping or on low incomes, along with wraparound support services and on-site management. 

The $43.1 million contract was awarded to Atlas following a Request for Tender that closed in May.

“Mandurah Common Ground is a key component of the Cook Labor Government’s record $3.2 billion investment in housing and homelessness measures, providing housing and support services to vulnerable people – providing 50 dwellings across a five-storey development,” said Housing and Homelessness Minister, John Carey.

Atlas Building’s notable major projects in WA include Perth Arena and the NIB Stadium, Ashton Apartments in Claremont, East Village in Karrinyup, Eden West apartments in Perry Lakes and the redevelopment of Busselton Shopping Centre.

Mandurah Common Ground is the second facility of its kind being built in Western Australia, with East Perth Common Ground currently well under construction and due to become fully operational by late-2025.  

The 50 self-contained units, along with communal areas, on-site support services and commercial spaces, will be delivered over five storeys on Allnutt Street. Works will commence on-site by the end of 2024.

Tender processes will commence in 2025 to identify service providers to deliver property and tenancy management, along with onsite support services for Mandurah Common Ground.  

Common Ground is a key priority of the State Government’s All Paths Lead to a Home: Western Australia’s 10 Year Strategy on Homelessness 2020–2030, which aims to improve outcomes for Western Australians experiencing, or at risk of homelessness.  

“It’s pleasing to see the Mandurah Common Ground project move to the construction phase with a builder now appointed,” said Mandurah MLA, David Templeman.

“Mandurah Common Ground will provide vital accommodation for people at risk of or experiencing homelessness in the Mandurah and Peel region, with important support services available on-site to assist the vulnerable members of our local community.”
