ACT health system review makes 49 recommendations

The ACT Government has released the Inquiry into ACT health system data, demand and processes – Final Report, outlining a framework to strengthen the Territory’s health system.

The independent inquiry was established following a motion in the Legislative Assembly to listen to clinicians, staff, patients and the community and get an independent, evidence-based view of the current system.

The Inquiry was led by Chair Michael Walsh PSM and informed by extensive consultation across the health system.

“I thank everyone who contributed and shared their perspectives. Their insights were critical in informing the findings and recommendations of this inquiry,” Mr Walsh said.

“The ACT health system has strong foundations, but there is clear opportunity to improve how it is governed, how data is used, and how the system works together to meet growing demand.”

The report identified key priorities for reform including:

  • Building a clearer, system-wide governance framework
  • Using data to drive better decision making
  • Strengthening clinical quality and safety systems
  • Investing in workforce capability and culture
  • Optimising the Digital Health Record

In a statement, the ACT Government said it accepts the report and is considering its position on each of the 49 recommendations.

The Government will table its formal response and a detailed implementation plan in the ACT Legislative Assembly by the end of 2026.
